Rob Spillar

In recognition of his contributions to the Austin region’s transportation framework, STV’s Rob Spillar, PE, senior vice president and director of Smart Cities, has rejoined the board of Movability, Central Texas’ first and only transportation management association.

Spillar was a founding board member for Movability in 2011. Today, the organization works with employers and individuals representing Central Texas’ public and private sectors to help them make connections and learn best practices so they can better develop and implement customized mobility plans in the region.

“It’s very exciting to be rejoining Movability and to get this opportunity to make an impact on mobility in the growing Central Texas region,” Spillar said. “I find tremendous value in Movability’s mission ‘to improve the region through commuter options that save time and money’ and look forward to identifying solutions that will make a difference now, even before new infrastructure is developed.”

As head of our Smart Cities practice, Spillar and STV’s team of multidisciplinary experts, advise public and private clients on urban strategies, including long-range budget development and cost/revenue options as it relates to mobility, social infrastructure, urban solutions, decarbonization and public resources management.

Prior to joining STV, Spillar was the founding director of the Austin Transportation Department where he achieved such milestones as the establishment of the parking management program and full modernization of Austin’s on-street parking meter system; $1 billion in successfully approved mobility bonds; adoption of the Austin Strategic Mobility Plan; full modernization of the municipal signal system; development of a state-of-the-art mobility management center. And the modernization and expansion of Austin’s bike, scooter transportation networks, making Central Texas a leader in modal diversification.
