STV Project Manager Earns President’s Award from the American Society of Highway Engineers

Mariya (Masha) Rowley, P.E., C.B.S.I., STV project manager and structural engineer, recently received the President’s Award from the American Society of Highway Engineers (ASHE), Pittsburgh Section. This recognition is presented by the current ASHE president to honor devoted society members who have made significant contributions to both the organization and the engineering community.

An ASHE Pittsburgh Section board member for the past nine years, Rowley has held the role of registration chair and women’s task force leader on the ASHE Board during her initial seven years of membership, before moving on to executive leadership position.

She will serve as first vice president this year and president in 2024-2025 for ASHE’s Pittsburgh section.

“ASHE provides numerous opportunities for networking with clients and peers and offers educational seminars to stay current with recent projects,” Rowley said. “Additionally, ASHE Pittsburgh has consistently excelled in fostering fellowship, leadership, and education, with significant progress in promoting diversity over the past decade.”

With more than a decade of experience in bridge design and inspection, Rowley leads the structural engineering efforts for 11 structures on the Betsy Ross Interchange project in Philadelphia. STV was chosen by the Pennsylvania Department of Transportation (PennDOT) to provide a wide array of services for this $880 million reconstruction, rehabilitation, and reconfiguration initiative along I-95. The long-term project aims to alleviate congestion, benefiting both Philadelphia residents and visitors.

Additionally, Rowley serves as project manager for the Small Bridge Inspection Services program on behalf of the Allegheny County Department of Public Works (ACDPW). This project encompasses inspections and report preparation for more than 200 bridges that are under 20 feet in length. Key aspects of this role involve responding promptly to field-discovered issues and overseeing the assessment of load factor ratings to establish safe load-carrying capacities. Her responsibilities also include scheduling, coordination, invoicing, interacting with ACDPW personnel, and ensuring that deliverables comply with ACDPW quality standards and deadlines.
